Creating a civilization depends on the strategies and policies that could survive civilization of the eddy and the crisis of identity and management in various historical periods and the ability to save lives and ensure that it is mentioned ancientness. Each civilization owes its survival to the reproductive of innovation and directional culture that it could be settle down on top of human ideals and the highest level of success in the realization of comprehensive and satisfactory in five goals of civilization including justice, security, peace, prosperity and morality and spirituality. The question of this article is identification of the nature and strategies that can lead to the birth of the school in operation of a civilization and culture based on its production and realization. The author's hypothesis is that the culture which is based on innate desires and identity spontaneously can lead to behavioral and institutional civilization to realize that the five objectives pursued. The research was conducted on analysis and foresight approach which is based on the belief that we can rely on birth strategic approach, coupled with the rights and duties of human being in society provide justice according to security and peace for all people in the workplace based on their life, peace depended on the tenure and ravenous for human comfort, well-being and livelihoods based on successful and productive work, morality based on spirituality and benevolence, and a suitable mechanism in the form of a comprehensive cultural and God-centered geometry.

The fact is that Islamic civilization of Islam, established after the Prophet was removed from his sense direction and a sense of resorting to mere material and imitative approach, in the context of Western ideas, policies adopted merely technical, detachment from velayat and the grasping to the governance approach without understanding the velayat, culture and positions automatically creates civilization which due to lack of interests and being in the materialistic way eventually led to the rejection of morality and functional decline. In the same way, despite abundant production of arrays based on the civilization of nations that failed to calm the two civilization elements: justice and security. Therefore, the main question of this research will be to going from old civilization to the new contemporary civilization? Also in this study, fore sighting and analysis process is used. To this end, the review process in the field of cultural transition expertise has been used two questionnaires. Validity through the content validity and reliability using Cronbach's alpha coefficient was used. The population of the investigation experts has formed. The sampling method was census. The results at the end of a civilization's contemporaries and authenticity and originality transition transition civilization based on different historical periods as well as the transition contemporary's civilization based on the explanation of theoretical principles in the field of environmental harms and benefits administration.

Civilization making is regarded as the highest level of strategic planning and also the most concern of thought and one of the most relent questions in the path of realization is discovering the causes of emergence of deviation and confronting the damages of this progress. Evaluating the records indicate that the deviation factors should be searched in external and internal factors. On the one hand, we witness the dash approaches, conflict, and confrontation and alienate of behaviors and cultural approaches of rival civilization as the external factors. On the other hand, internal damages and weaknesses particularly in the two types of derived reaction of imitation or extremism in the civilization approaches should be taken into consideration. The article is based on the analysis of the trends in the project future, damages, and the trends of deviation of the new Islamic civilization. The study concluded that the west has heard the whispers of failure due to its one-dimensional civilization and that is the rationale to follow the secret of the path of an alternative civilization and its rival in the Islam World. They are struggling to develop conflict and secretion war in order to achieve the prevention functions of the renewal the open-mindedness for the Islamic World. On the other sides, being away from the cultural authority and setting up the globalized identity and concentrating on the ethic and secretin aubcultures along with reaction thoughts and influced by modernity, cultural and social liberalism, strategic confusion, and prevented looking at a future full of horizon and also made the realization process of a new Islamic civilization vulurnable.

Beneficial science phenomenon can be useful and effective products and institutionalize the highest level of attractiveness in the global technology inventors and explorers community name to establish production of wealth, and the unity of religious orientation that is consistent with human nature in him seeking Right, good willing and rejecting oppression and assistance to the dedication and sacrifice he makes to support the richness of a civilization and culture. The main question of this article is to note the subsequent key by combining the benefits of science and theistic religion in the evolution of how modern civilization can produce synergies and promote their cultural and moral religion and what are the roles of moral religion in this application? The assumption is that science provides beneficial and ethical monotheistic religion and religiosity of modern civilization in context of human society, today and tomorrow. This research used "crossover effect" and thus can determine the foresight to do that three trends of source of production and management efficiency benefits both science and moral religion in the face of intersection with each other in good and evil, virtue the emergence of competition and confrontation between civilization and religious material that when guidance, compliance, alignment and synergy index of science and religion can give birth to modern civilization immobilized in the near future.

The enthusiasm to achieve the objectives pursued in the implementation of modern Islamic civilization for human beings through their moral and material interests is vital to the five principles of justice, progress, security, peace and ethics of states. Obtaining these goals the use of tools, incentives and interest is needed to be considered that apart from its strategic role in policies and programs, a movement towards a modern Islamic civilization to be accelerated and enriched and has given a powerful and comprehensive offer in the area between the interests and strategies. This article attempts to resist these platforms and tools for strategies among human being and environmental interests in the Muslim world and to possess a strategic approach to identify and scrutinize it. The results of the study could reveal that the major platforms and tools of this civilization must constitute to enable the five-platform strategies and tools in the field of cultural excellence, public diplomacy, resistive economy, social dynamics and monotheistic unity oriented and rejecting any colonialism and imperialism in order to have an approach of strengthening and deepening of platforms and devices to a network drive, leading, facilitating and engaging in achieving the required objectives in the construction of a new Islamic civilization.

The advent of the Islamic Revolution by disrupting many political, social, and culture equations and by strengthening the foundations of Islamic civilization has led to the revival of this civilization under the progress of development.
This article, using qualitative content analysis answers the question of what role the Islamic Revolution essentially has had in modernization of the Islamic civilization and what the components and elements of this influence are. The researchers assumed that a bright future for further flourishing of the Islamic civilization is traced by the Islamic civilization, because during its precious life the obstacles and challenges have created many enemies in front of it, and it has been capable to rely on and use of their human capital and material elements of civilization in order to provide the base of the revival and modernization of Islamic civilization in the two sections of hardware and software. Accordingly, it is expected that the results reveal the important role of the Islamic Revolution in the temporal and spatial definition of justice, prosperity, progress, and security in accordance with the current era and make the modernization of Islamic revolution based on the peaceful political approach and the right to provide the symbols of the Islamic civilization. The Islamic revolution has introduced and provided a cultural context for the realization of human and divine civilization which is regarded as the point of connection of all religions and cultures and posseting a divine and revolutionary identity within it.

Successful and enduring civilization in the history has always been indebted on the growth and development that lead to prosperity, security and justice, peace and freedom, power, and management of the human's material and the spiritual. This approach should be based on progress in terms of overall satisfaction, justice and human communities provide attractions that then can be entered into civilization and the proliferation of its behavior. The main question in this paper is that what are the requirements of comprehensive development of this progress? And how it is formed on the basis of civilization. The author assumtion is that the progress and development of civilization of a nation which shapes the basis and growth of the civiization is based on three elements: science, faith and authority. This article analyzes is conducted by the impact of interacting with the forsighting approach and the result suggests that three approaches to science, faith and strength should have a three-branches relationship and be based on a culture of production of entrepreneurship ,wealth of knowledge altruistic behavior, combative, accurate and consistent with it arising from faith and legitimacy, technology, management, development and welfare that are indicative of the power to shape the future of civilization can be drawn based on all-round development.
